The Community Compliance Section (CCS) was created primarily to concentrate on the enforcement of various city ordinances to help preserve and protect the environment. There is a total of eighteen (18) chapters of city ordinances to enforce with a staff of one supervisor and seven (7) Community Compliance Specialists. The unit has a coordinator, who prepares the legal paper work to bring non-compliant violates before the City's Code Enforcement Board and Special Hearing Master.

The daily duties of the specialists vary from handling cases of a serious nature (environmental pollution) to resolving complaints of illegal auto tags and lot mowing problems. As a direct result of their interpersonal skills, they resolve many complaints before ever reaching the Code Enforcement Board.

S4010051ccsmikeA program is in place to train and certify the specialists in code enforcement, parking violations, noise issues, and environmental complaint response and investigation. CES has adopted a program similar to that of sworn officers for training future specialists.

Quality of life issues are of significant importance to the City of Pinellas Park. Specialists deal with such issues as neighborhood outdoor storage and junk, noise, ground and water pollution, illegal signs, and zoning violations. The section also controls building and occupational license violations, false burglar alarm collections, and regulating garage sale.

The CCS continues to conduct "Clean Sweep" operations. These "Sweeps" have become a valuable tool in improving the city's appearance. In a "Sweep" operation, a specific sector of the city is selected which is in need of a concentrated code enforcement operation. All eight specialists participate in the operation, wherein all violations are identified and cited at one time. As a result of the concentrated effort, compliance is achieved quickly because the residents know that they cited everyone in violation equally and that each violation will be followed through to its conclusion.

In order satisfy the community's requests for service, the CCS will continue to be receptive to the public's needs and encourage cooperation from developing future programs, especially those designed to help maintain real estate values and the quality of life the residents of Pinellas Park now enjoy.
