The goal of the federal Community Development Block Grant (CDBG) program is to provide decent housing and a suitable living environment, principally for low and moderate-income households, and to eliminate blighting conditions. Eligible activities include housing rehabilitation and preservation, public facilities and improvements, public infrastructure, clearance and demolition, economic development, public services, and housing services.
DAVIS-BACON ACT LABOR STANDARDS
Federal labor standards provisions of the Davis-Bacon Act require that all employees working on a construction project that is wholly or partially federally funded are entitled to receive the prevailing wage rate for that locality as established by the U.S. Department of Labor. This standard applies to all construction contracts funded with Community Development Block Grant program funds in excess of $2,000.
