Notice to Customers about a System Update 

The city is planning a system upgrade from  May 13 - May 16, 2022.  The planning and permitting and the utility billing citizen self service (CSS) portals will be down from Friday, May 13, 2022 at 5pm until Monday, May 16 at 5pm for system maintenance.  We apologize for any inconvenience. Thank you.

We are notifying the public that the Sign Variance Committee will conduct a public meeting on the following item to determine whether or not the subject request will be approved under the provision of State law and the City of Pinellas Park Land Development Code. Notice to Customers About a System Change

We have recently upgraded our system to improve our services.  Contractors may apply for a residential water heater, roof or A/C change-out online. At a later date you will be able to apply for permits and attach plans online.

Once registered in the new system, you can check on plan reviews and inspections at the click of a mouse.

What Do We Do

Mission Statement

Perform plan reviews and inspections to secure safety, health, and general welfare of the public while enforcing federal, state, county and local codes. Issue Business Tax Receipts to all new and existing businesses in a simple and expedient manner.


The Building Development Division is responsible for the following:

  • Ensuring that new development and modifications to existing development in Pinellas Park is completed in compliance with State, County, City, and local laws and codes.
  • Providing technical information to citizens, contractors, and developers regarding codes, ordinances, and other related issues.
  • Issuing Business Tax Receipts (BTRs) for commercial and home-based businesses.
  • Assisting citizens and consumers by providing information on business licensure and regulation requirements.
